Ukraine May Not Receive Around 2 Billion UAH in 2018 Due To Black Tobacco Market

The size of the illegal tobacco market in Ukraine, according to the latest data from the Kantar TNS study, is 3 %, and the budget losses are estimated at UAH 2 billion UAH. Arthur Reznikov, Fighting Illegal Trade manager at JSC Philip Morris Ukraine Manager, said “The illegal tobacco market in Ukraine is 3 %. 2.8 % — smuggling, mainly from Moldova, Belarus, as well as products of unknown origin, imported without payment of tax. Total deficit of the budget of Ukraine, at the level of 2 billion UAH per year.” Mr. Reznikov added that a significant amount of cigarettes [5.8 billion pieces — Ed.], which is produced in Ukraine, is illegally shipped to the EU.
